Ultimately, we dated each regime to the signing of an agreement—legally binding or not—setting forth the constitutive provisions of the relevant arrangement.

But those who are more technically inclined will find much of interest here; even those more interested in the substantive results are likely to find themselves turning back to the materials included in chapter 2 in order to answer any number of questions that enter their minds as they seek to understand and evaluate arguments set forth in the substantive chapters to follow. Chapters 3–5 present a number of findings based on our initial efforts to make use of the IRD as an analytic tool.
