Various activities take place at airports, some of which may not even be the responsibility of the airport operator. Air-side activities, land-side activities and air traffic control are all relevant activities that take place at an airport. Some airport operators may choose to offer certain services themselves, while other airports license third parties to offer these services.

Airports are usually regulated by means of price caps or rate-of-return regulation. Access to airports, by airlines, either incumbent or new entrants, is then left unregulated, and could be the source of formidable inefficiencies. At many slot-constrained airports where demand exceeds capacity, slots (the right to land or take off during a specific time interval) are usually allocated according to ‘grandfather rights’; an airline that used a slot in the previous period may also operate it in the current period.
